Japanese resale retailer 2nd STREET opened its first Silicon Valley store at Strawberry Park on January 30, 2026. The store buys and sells used clothing, shoes, bags and accessories and sits alongside Mitsuwa and Daiso at the Saratoga Avenue center.

Wagyu Master — El Paseo

Wagyu Master opened at 1410 El Paseo de Saratoga in February 2026, taking over the former Tabu Shabu/The Melt space. The restaurant focuses on Japanese wagyu shabu-shabu and sukiyaki, including an all-you-can-eat format. By March it was drawing substantial lines and wait times.

Sweetgreen — El Paseo

Sweetgreen opened at 1200 El Paseo de Saratoga on May 19, its first San José restaurant. The approximately 2,406-square-foot location uses the chain’s automated Infinite Kitchen production system alongside its regular salad, bowl and wrap menu.

T&T Supermarket — Westgate

T&T Supermarket opened its 55,000-square-foot Westgate store on June 18, marking the Canadian Asian-grocery chain’s first California location. The store occupies the former Walmart Neighborhood Market space at 1600 Saratoga Avenue and includes a large prepared-food operation, bakery, seafood and Asian grocery selection.

Hikari Sushi House

Hikari Sushi House appeared at 1102 Saratoga Ave during the summer and was in soft opening around the start of August. The corporation’s first fictitious-business-name filing for the address was made April 30. Santa Clara County’s food-facility results subsequently list Hikari Sushi House at that address with a passing inspection.

Because the exact public-opening date is not documented by a strong primary announcement, this baseline deliberately labels it soft-open rather than inventing a grand-opening date.

Westgate Center — interior redevelopment

Federal Realty used its May Investor Day to outline the next phase at Westgate. Management said it plans to convert the remaining interior mall/food-court configuration into an anchor box, responding to leasing demand while reducing operating costs. It also said additional pad opportunities were in active negotiation.

Federal Realty projected substantial Westgate NOI growth through 2030 from transactions already executed and plans underway. No new anchor tenant or construction schedule for the interior conversion had been announced by the August baseline.

Chick-fil-A — Westgate

A roughly 4,800-square-foot Chick-fil-A with indoor dining, patio and drive-through is proposed for a Westgate parking outparcel at 4785 Hamilton Avenue. The proposal was in planning review during the baseline period; no construction or opening date was announced.

A durable public City project record was not located for this item, so the source below is secondary reporting based on San José planning files rather than pretending a generic City index proves the project.

El Paseo / former Lucky site

The El Paseo redevelopment is physically under construction. By March, crews were transitioning from excavation toward above-ground work on the large site at Saratoga Avenue and Quito/Lawrence.

The latest approved amendment for Buildings 1, 2 and 4 provides 772 apartments — 398 in Building 1 and 374 in Building 2 — approximately 31,586 square feet of commercial space, and a 263-bed residential care and memory-care facility. A separate one-story Building 3 is approved at 58,370 square feet of commercial space and is associated with the future Whole Foods.

No reliable Whole Foods opening date or overall completion date had been published by August 1.

Costco — Westgate West

San José approved Conditional Use Permit CP21-022 for demolition of three existing Westgate West buildings and construction of an approximately 165,148-square-foot Costco, tire center and rooftop parking on roughly 19.8 acres.

The project is entitled, but Costco had not published a reliable groundbreaking or opening date by August 1.

1175–1199 Saratoga Ave — housing

The project is approved for 60 attached townhomes in nine three-story buildings, replacing two commercial/office buildings. Eight units are restricted to households earning up to 80% of area median income.

San José’s March 25 Director Hearing agenda identifies files H23-023, T23-019 and ER23-196 and recommends approval. JLL’s May offering for the property states that the Vesting Tentative Map was approved in March 2026 and describes the site as fully entitled. The final map and public-street-improvement process remained ahead of construction.

3896 Stevens Creek Blvd — housing

San José approved a new mixed-use housing project at the southeast corner of Saratoga Avenue and Stevens Creek Boulevard with 540 apartments in two eight-story buildings, including 27 affordable units, approximately 14,000 square feet of retail, and roughly 800 parking spaces.

The City’s housing-pipeline material lists the project as an approved ministerial permit. As of August it was moving through funding and construction permitting rather than physical construction.

Harker Bucknall campus expansion

Harker’s Bucknall campus expansion was heard by the Planning Director on May 6. The two-phase project allows enrollment to rise from 580 to 650 students and includes a new approximately 34,156-square-foot two-story multipurpose building, basement parking, circulation changes, and a later addition to Building 500.

Chipotle — Hamilton & Marathon

Campbell received plans for a new Chipotle at 970 W Hamilton Ave. The March 2026 plan set describes an approximately 2,325-square-foot tenant improvement with a new dining room and kitchen plus a pickup window.

This is a proposal, not an announced opening date.

Dutch Bros Coffee — W Hamilton

A Dutch Bros Coffee is proposed at 770 W Hamilton Ave. Campbell’s March 2026 preliminary plans show a 1,025-square-foot café and drive-through layout with protected queuing for 18 cars.

No opening date is assumed from the planning documents.

Hamilton Avenue rehabilitation

Campbell’s Hamilton Avenue Rehabilitation and Complete Street Project moved into construction in spring 2026. The City awarded the contract to McKim Corporation in January and lists the construction window as March through December 2026.

This is separate from Campbell’s longer-range Hamilton Avenue Public Improvement Plan below: one is physical road work happening now, the other is corridor planning for future changes.

Saratoga Avenue Urban Village Plan

San José is preparing a long-range plan for the Saratoga Avenue commercial corridor from approximately I-280 to Lawrence Expressway, including Westgate and El Paseo. Workshops in December 2024 and June 2025 informed the draft concepts.

A third workshop and additional feedback are planned during 2026, followed by environmental review. The City expects final Planning Commission and City Council hearings in late 2027.

Hamilton Avenue Public Improvement Plan

Campbell is developing a long-range public-improvement plan for Hamilton Avenue between Winchester Boulevard and Bascom Avenue. The City says its Housing Element anticipates more than 1,000 new housing units around Hamilton Avenue and Highway 17, making future walking, biking, transit, roadway and streetscape changes material to the Westgate-area neighborhood.

The published schedule calls for draft review by the Planning Commission in September 2026 and City Council in October, followed by final review and a March 2027 adoption target.
